Code Compliance construction attempt

To My lawyer & Professional Engineer:

I am attempting to be code compliant with our great city.  I am doing what is ordered to be code compliant.  While working my backyard neighbor was taking photos of my property.  I have asked her in the past, why, and she informed me that she's reporting me to the city inspectors, who in turn call the police.  Why am I being harassed?  I am merely attempting to be code compliant for our upcoming court date.
